Debra has over 25 years’ municipal market experience. She joined Citi in July 2018 to support the new partnership between FCM and Citi represented by the Retail Distribution Agreement entered into on July 1, 2018. Prior to joining Citi, Debra spent eight years at FCM where she was responsible for working with issuers to bring FCM into underwriting syndicates. Acting as the primary coverage on West region financings, Debra helped to promote retail participation in bond issues enabling issuers to access Fidelity’s large pool of retail investors.
She began her career as a credit analyst at Ambac Assurance Corporation eventually serving as group head, Senior Credit Analyst and Managing Director in the West Region. During this time she developed a recognized expertise in unique California credits and complex bond structures. She has worked with a wide variety of issuers and bond types including State and local government lease and revenue financings, enterprise revenue and tax-backed bonds.
Debra is an active member of Women in Public Finance, serving as Board Member for the Northern California Chapter, California Society of Municipal Analysts and is a frequent speaker at industry conferences.
